Singapore Totalisator Board (the Board) was established on 1 January 1988 as a statutory board, under the purview of the Ministry of Finance (MOF), to take over from the then Singapore Turf Club the conduct of totalisators and 4-digit forecast draws.  The other purpose of the Board was to channel the surpluses generated from its business to worthy causes that will benefit the people of Singapore in the areas of arts & culture, education, health and community development.
   
In 1989, the Board embarked on one of its largest donation programmes - Computer, AV Equipment and Library Books Grant – which was made available to all schools to accelerate the adoption of information technology in schools. 
   

The Board’s contribution toward the construction and upgrading of community centres/clubs was also started in 1989. 

   
 In 1989, the Board set up its first reversionary trust fund for the Singapore Symphony Orchestra.  The second one was set up in 1993 for the Singapore Dance Theatre.  The third was set up in 1996 for the Singapore Chinese Orchestra.
   
 To nurture the love for the arts from a young age and to support our fledgling arts scene, the Arts Grant for Schools was launched in 1994, benefiting all schools and also many arts groups.  The programme has since been expanded to include the institutions of higher learning.
   
 In 1994, to complement Government’s effort in promoting research in Singapore, the Board funded both basic and applied research at the National University of Singapore and Nanyang Technological University.  The Board also funded a research scholarship programme subsequently to attract the best and the brightest to do their research in Singapore.
   
 From 1995 onwards, the Board partnered the Ministry of Health (MOH) and subsequently the Health Promotion Board (HPB), on a series of national screening programmes and other public health projects.
   
 The Board committed S$186m in 1996 to fund The Esplanade - Theatres on the Bay arts complex over seven years.
   
 In 1996, the Board launched the Excellence for Singapore Award, an annual award to recognize and honour individuals, groups of individuals, or organizations that bring credit to Singapore by being among the best in their areas of activity in Asia or in the world.  Winners were awarded a specially-minted gold medallion.  The award was discontinued in 2004 after it served its purpose of recognizing excellence when many kinds of awards in various fields were given by other organizations.
   
 In 1997, an overseas community programme was started for students of junior college and institutions of higher learning.  The purpose of the programme was to build the character of our youths and also to toughen them up.
   
 In 1998, to play its part in national education, the Board contributed toward the redevelopment of the Singapore Discovery Centre.
   
 From 2001, the Board supported the Ministry of Community Development, Youth and Sports (MCYS) on Family Matters!, a public education programme on family, marriage and parenthood. 
   
 The Board started funding the recurrent costs of The Esplanade – Theatres on the Bay from 2002 onwards. 
   
 In 2004, the Board acquired Singapore Pools (Pte) Ltd from Temasek Holdings.  The donation function of Pools was consolidated at the Board, expanding the Board’s areas of support to include Charity and Sports.
   
 In 2005, the Board took over from Pools the support for the annual President’s Challenge, and increased its support.
   
 An annual grant was extended to all grassroots organisations for activities to promote harmonious community life, social bonding, inter-racial harmony and inter-generational interaction from 2005 onwards.
   
 In 2006, Tote Board contributed towards the Sporting Singapore Fund 2 to cultivate sports excellence, promote sports for all and build a vibrant sports industry.
   
 In 2006, the Board set up the Singapore Totalisator Board Social Service Fund for critical and strategic social service programmes, new start-ups and capital funding in the social service sector. 
   
 In 2007, a contribution was made for the new city campus of School of the Arts, Singapore.  The building is scheduled to be completed in 2009.
   
 In 2008, the Board re-branded itself as “Tote Board” and adopted a logo and tagline.
