About the Enhanced Fundraising Programme
Since 2006, the Enhanced Fundraising Programme (EFR) has been instrumental in supporting Singapore's charity sector. Today, it supports approximately 500 organisations, enabling them to expand their reach and deepen their impact in our communities. Our partner charities serve diverse needs – from providing essential social services and healthcare support to enriching our society through arts, heritage, education and sports programmes.
How EFR supports charities
Understanding that every dollar counts in charitable work, the EFR helps charities maximise their fundraising efforts. For projects approved in FY2025 (1 April 2025 to 31 March 2026), the programme provides dollar-for-dollar matching, up to $250,000 per charity, by Tote Board and the Government:
Tote Board: 40% matching (up to $100,000 per application)
Government: 60% matching (up to $150,000 per charity)
Maximum 5 applications per applicant per financial year
Who can apply
The EFR programme supports Singapore-registered charities raising funds for their own causes. Charities who work with third-party fundraisers must submit the application directly.
What projects are eligible
Your fundraising project for local charitable causes should have well-defined outcome(s) that aligns with Tote Board’s strategic outcomes:
Healthy Lives
Empowered Vulnerable Groups
Cohesive Society
Liveable Home
Projects that are not eligible include:
Project(s) that benefit only an individual
Religious activities for the promotion of religion
Political activities for the promotion of political ideology or party
Commercial project(s) for the sole purpose of profit making
Debt/ loan repayments
