Appointment of New Chief Executive at the Singapore Totalisator Board

The Minister for Finance has appointed Mr Mark Tan Kiak Yang as the next Chief Executive of the Singapore Totalisator Board ("Tote Board") with effect from 1 October 2026. He succeeds Mr Tan Choon Shian, who will be appointed Senior Advisor, Tote Board on the same date.
The Minister for Finance has appointed Mr Mark Tan Kiak Yang as the next Chief Executive (CE) of the Singapore Totalisator Board (Tote Board). Mr Mark Tan is currently Deputy Chief Executive (Corporate & Development) at the Land Transport Authority (LTA). He will succeed Mr Tan Choon Shian, on 1 October 2026.
2 Mr Tan Choon Shian has served as CE since July 2023 and will relinquish his appointment upon completing his current term. He will be appointed Senior Advisor, Tote Board on 1 October 2026, supporting the leadership transition and providing strategic counsel on key organisational priorities.
3 Mrs Mildred Tan, Chairman of Tote Board, said, "On behalf of the Board, I would like to express my sincere appreciation to Choon Shian for his steadfast leadership and many valuable contributions to Tote Board over the past three years. He has guided Tote Board through a significant period of transformation, strengthening our role as an impact-focused grantmaker while fostering a more evidence-based and collaborative approach to creating lasting social impact. At the same time, I am also grateful for his role in overseeing the transition of Singapore Turf Club, a complex undertaking of national significance. I wish him every success as he continues to serve Tote Board as Senior Advisor. I am delighted to welcome Mark as the next Chief Executive. With his extensive public sector experience and commitment to public service, I am confident that he will build on these strong foundations laid by Choon Shian and lead Tote Board in building a Better Everyday for Singapore."
4 During his tenure, Mr Tan Choon Shian led Tote Board's evolution into a future-ready, impact-driven organisation, strengthening its role as a trusted steward of public funds. He drove Tote Board’s digital and organisational transformation, strengthened co-ordination across the Tote Board Group, and oversaw the closure and transition of Singapore Turf Club. Under his leadership, Tote Board is well-positioned for the future as a more innovative, data-driven and impact-focused organisation.
5 Mr Mark Tan has more than two decades of public service experience across policy, operations and transformation roles. In the last few years, he has held senior appointments at Ministry of Finance (MOF), Ministry of Transport (MOT) and LTA, where he contributed to national infrastructure financing, advanced future mobility and technology adoption. His experience in leading cross-sector initiatives, building organisational capabilities, and engaging diverse stakeholders positions him well to lead Tote Board as it continues to advance its mission of improving lives and building a better Singapore.
