Changes to Board Members wef from 1 January 2021

25 November 2020 - The Minister for Finance has appointed Mrs Mildred Tan as Board Chairman of Singapore Totalisator Board (“Tote Board”) with effect from 1 January 2021. Mrs Tan will succeed Mr Moses Lee, who has served as Board Chairman since 1 January 2013.

Under Mr Lee’s leadership, Tote Board has significantly reshaped its grantmaking portfolio to help build an inclusive, resilient and cohesive community. Mr Lee was a strong advocate of efforts to empower persons with disabilities, through initiatives such as the Tote Board Enabling Lives Initiative. Tote Board’s funding to the community sector was enhanced during Mr Lee’s chairmanship, which in turn helped to make community spaces available to a wider public and more inclusive for different users.

During the COVID-19 pandemic, Mr Lee steered Tote Board towards giving greater support for the fundraising efforts by charities by quickly launching the Tote Board Enhanced Fund-Raising Programme in April 2020, setting aside $70 million to provide matching for donations raised by charities. During Mr Lee's tenure, Tote Board put in place initiatives to enhance the capability and capacity of the sector. This included helping the charity sector to undergo digital transformation during the COVID-19 pandemic. Mr Lee also worked hard to forge a stronger Tote Board Group identity with close collaborations amongst Tote Board, Singapore Pools and Singapore Turf Club.

Mrs Mildred Tan

Mrs Mildred Tan was appointed Board Member of Tote Board on 1 January 2019. She guided the Management to enhance the governance aspect of grant approvals and disbursements. In her new role as the Board Chairman, Mrs Tan will lead Tote Board in enhancing collaborations with stakeholders and partners in the ecosystem to achieve impactful grantmaking to benefit Singaporeans and the community.

Mrs Tan has been actively participating in the education, professional, social and community sectors. She is currently the Chairperson of the National Volunteer and Philanthropy Centre (NVPC), and also serves as Board Member of Gardens by the Bay and the Community Foundation of Singapore. She is also on the Board of Trustees of the Singapore University of Social Sciences. Mrs Tan was appointed as Alternate Member of the Presidential Council of Advisors on 9 January 2020. She was conferred the Justice of Peace in 2008, awarded the PBM (Public Service Medal) in 2007 and the BBM (Public Service Star) in 2014 for her outstanding community service by the Singapore Government.
