1. What is the role of Tote Board?

Tote Board, a statutory board under the Ministry of Finance, is entrusted with the stewardship of gaming revenue surpluses, which it channels towards community-based initiatives that drive social impact. Its grantmaking work is focused on caring for the health and well-being of Singaporeans; strengthening our social compact; promoting cohesion; and enhancing our city’s liveability and vibrancy. 

In addition to its impact giving role, Tote Board provides strategic oversight for its wholly-owned subsidiaries, Singapore Pools (Private) Limited and Singapore Turf Club, ensuring they conduct their businesses in a socially responsible manner. As one Tote Board Group, it works with stakeholders to foster responsible gaming and counter illegal gambling by providing providing safe, legal and responsible service offerings.

2. How is Tote Board related to Singapore Pools and Singapore Turf Club?

The Tote Board Group comprises Tote Board, as well as subsidiaries Singapore Pools Pte Ltd and Singapore Turf Club.

Singapore Pools was established by the Singapore government on 23 May 1968 to provide safe and trusted betting to counter illegal gambling. Their surpluses are channelled to Tote Board to fund a wide range of causes in social service, community development, sports, arts, education and health.

Singapore Turf Club manages and operates the sport of horse racing at the Singapore Racecourse at Kranji. As part of land development plans announced in June 2023, STC held its last race on 5 October 2024, and will close its facility by FY2026.

3. What are the sources of Tote Board's income?

Tote Board's income is derived primarily from betting and gaming activities and the collection of casino entry levy. 

Tote Board stewards the operating surplus from gaming revenue by supporting community-based projects for social impact. Its grantmaking work focuses on caring for the health and well-being of Singaporeans; strengthening our social compact; promoting cohesion; and enhancing our city’s liveability and vibrancy.

4. How does Tote Board support the prevention of unauthorised gambling and encourage responsible gambling?

As a Tote Board Group, its mandate is to counter illegal gambling by providing a responsible, safe and trusted environment for people who choose to engage in betting activities. It actively collaborates with key stakeholders in the ecosystem to tackle this issue holistically. 

For instance, Tote Board provides funding to the National Crime Prevention Council to support its crime prevention programmes to raise awareness about crime prevention and encourage community involvement in keeping Singapore safe. It works closely with the Family Intervention Division in the Ministry of Social and Family Development (MSF) on social safeguards for legal gambling operators like Singapore Pools, as well as with the National Council on Problem Gambling, which administers these social safeguard policies together with MSF.

Singapore Pools has also taken several measures, such as offering tools for customers to set monthly limits to deposits and expenditure and help them keep track of their expenses, as well as providing reminders when customers exhibit higher-risk behaviour. These efforts aim to help customers manage their play responsibly, and at the same time ensure that they continue to have a seamless play experience in the legal gambling market.
